This document presents a full-spectrum human climate stabilization architecture that expands beyond a Direct Air Capture minimization frame. It organizes climate action into strict accounting categories: avoided future emissions, protected existing carbon stocks, biological carbon removal, durable engineered and mineral carbon removal, adaptation and damage reduction, and emergency climate-risk governance. The framework demotes DAC from the organizing center of climate strategy to a residual cleanup function for hard-to-abate emissions and possible overshoot reversal. It also separates legacy atmospheric stock, remaining carbon budget, avoided emissions, protected stocks, carbon removal, and adaptation effects to reduce double counting and unsupported claims. Version 1.1 adds a "How to Use This Document" section that clarifies the document's role as a civilization-level decision architecture rather than a one-size-fits-all project blueprint. Specific realization plans should be derived locally by governments, regions, cities, institutions, companies, investors, and communities according to their geography, energy mix, capital, law, public consent, and risk exposure.
