English
This paper examines the transformation of ESG reporting for concessionaires (long-term infrastructure operators) from voluntary sustainability narratives to regulated, investor-oriented disclosure. It highlights the role of ESRS double materiality, data quality, and assurance readiness in reducing information asymmetry and enhancing project bankability. The Ukrainian context is discussed, with practical guidance for aligning PPP frameworks with European disclosure standards.

In the global GX context
This paper contributes to the global discourse on mandated ESG disclosure by focusing on a specific sector—concessionaires—often overlooked in mainstream reporting research. Its integration of ESRS double materiality with project finance mechanics offers a template for infrastructure lenders and developers worldwide.

📄 Abstract(原文)
long-term, capital-intensive and highly exposed to regulatory, environmental, social and governance risks; therefore, investors and lenders increasingly require transparent, comparable and decision-useful ESG information in addition to conventional financial statements. The study argues that the shift from voluntary sustainability narratives to investor-oriented and progressively regulated disclosure changes the practical function of ESG reporting for concessionaires: it becomes a component of investment assessment and project bankability rather than an auxiliary communication document. Special attention is paid to the ESRS logic of double materiality and to strengthened expectations regarding data quality, consistency, comparability and assurance-readiness, which together increase the credibility and usability of non-financial information for capital providers. The paper shows that standardized ESG disclosures reduce information asymmetry, support ESG due diligence, and facilitate the incorporation of non-financial covenants and monitoring indicators into long-term financing agreements throughout the concession lifecycle. As a result, ESG reporting may affect financing terms through risk-premium reassessment, improved transparency of environmental impacts (e.g., emissions, energy efficiency, resource use), clearer articulation of social outcomes and service quality (e.g., safety, accessibility, stakeholder grievances), and more robust governance disclosures (e.g., compliance, anti-corruption controls, supply-chain oversight). The Ukrainian context is also considered: modernization of PPP regulation and closer integration with European sustainable disclosure practices increase the need for structured ESG metrics, data governance procedures and reporting processes aligned with ESRS/ GRI expectations, especially when attracting international investors, development finance institutions and commercial lenders. The article provides practical implementation directions for concessionaires, including materiality assessment, KPI mapping, internal data control and readiness for external verification, to strengthen investor confidence and expand access to long-term infrastructure financing.
