📄 Abstract(原文)

ASEAN has a climate policy objective of setting up interoperable carbon markets to achieve its carbon neutrality agenda but needs guidance in establishing a regional carbon market. This chapter, therefore, reviews the design features of the existing carbon pricing mechanism in Australia, which remains an important trading and economic partner of the ASEAN, hypothesising that the ASEAN can learn valuable lessons from the Australian carbon market experience. The objective of this chapter is to derive policy lessons for ASEAN in the context of establishing functioning carbon markets based on the Australian experience by understanding the role of capped emissions, market trading, and government support for emissions reductions. The chapter also finds that ASEAN should not follow the footsteps of Australia in its carbon market design, such as the repeal of carbon pricing in 2014, as well as the exclusion of the emission-intensive electricity sector by not imposing legislated limits on the emissions levels. ASEAN should explore the possibility of raising revenues from carbon markets in an era of unprecedented demand for green financing. Cost-reflective fuel excise taxes, auction-based issuance of carbon allowances, and participation in international carbon offset schemes can be effective solutions not only to mitigate and adapt to climate change but also to generate a viable source of green revenue for ASEAN. The importance of clear environmental policies and strong enforcement for the successful operation of a carbon market should serve as a valuable lesson to ASEAN from the Australian experience.
