📄 Abstract(原文)

Nature-Based Solutions (NBS) are increasingly employed to address urban socio-ecological challenges; however, the integration of justice within their implementation remains an important concern, particularly within participatory processes. This study addresses this challenge by developing and validating an evaluation framework designed to equip planners and practitioners to diagnose justice-related shortcomings and guide the participatory planning and implementation of more equitable NBS. The research was conducted in three consecutive steps. A literature review identified recurring justice themes in participatory NBS planning processes, which informed the development of justice criteria organized around four main categories: (a) Inclusiveness and Equity, (b) Quality of the Process, (c) Governance and Power, and (d) Institutionalization and Impact. Second, these criteria were integrated into a justice model aligned with an NBS planning-cycle. Third, this model was translated into interview guidelines and tested with practitioners from six European cities: Metropolitan Area of Barcelona (Spain), Warsaw (Poland), Sarajevo (Bosnia-Herzegovina), Mannheim (Germany), Vejle (Denmark), and Thessaloniki (Greece). Findings confirm that justice limitations in NBS planning and implementation are systemic, stemming from foundational gaps in knowledge and communication that cascade into inequitable participatory processes and outcomes. The justice framework presented here uncovers a misalignment between existing practices and justice principles, resulting in short-term planning, insufficient evaluation mechanisms, and persistent power asymmetries. These factors collectively limit the ability to achieve fair and equitable results. Ultimately, the study calls for and might facilitate institutional transformations to embed justice principles into NBS planning and implementation.
