📄 Abstract(原文)

Maritime transport plays a pivotal role in global trade, handling approximately 80 per cent of trade by volume. However, it is also a significant contributor to GHG emissions, accounting for about 3 per cent of global anthropogenic emissions. Despite global climate efforts, the shipping industry has largely remained outside the direct regulatory scope of international climate policies. At the regional level, the European Union (EU) has taken unilateral action by integrating maritime transport into the EU Emissions Trading System (EU-ETS) as of January 2024. This extension covers 50 per cent of emissions from voyages between EU and non-EU countries and 100 per cent of emissions from intra-EU voyages. While this regulatory action aims to mitigate climate impacts, concerns have emerged regarding its justice implications. This article critically evaluates the expansion of the EU-ETS through the lens of the ‘Just Framework’, identifying procedural, distributive, and cosmopolitan (in)justices arising from the scheme.
