📄 Abstract(原文)
This chapter appreciates that within the framework of international climate change law, issues of just energy transition have been a major consideration. It provides an analysis of the climate talks, as evidenced by the Conference of the Parties (COP). In particular, it argues that COP 26, held in Glasgow, culminated in the Glasgow Climate Pact, which underscored the need for an energy transition. COP 27, which was in Egypt and birthed the Sharm el-Sheikh Implementation Plan, largely calls for transition, and COP 28, which was essentially on global stocktake, targeted putting in place parameters for the new nationally determined contributions and transition from fossil fuels towards achieving net zero by 2050, the progress made in COP 29 and 30 in connection with energy transition. It was argued that these should create further impetuses for Middle East and African countries to push for a win-win situation where they will not be short-changed by the impacts of energy transition by calling for financing, capacity building and operationalisation of the principle of common but differentiated responsibilities and respective capabilities, as well as the need for developed countries to offer more support and contribute to cushioning the impacts of transition through a transformation that meets a just energy transition approach.
