English
This systematic literature review (22 articles, 2020-2026) examines greenwashing in the banking sector through legitimacy theory. It finds that 86% of studies document systemic failures and symbolic compliance, while substantive mitigation strategies (board gender diversity, external assurance) are more effective than regulatory measures. The study calls for a shift from symbolic to substantive actions and suggests AI for early greenwashing detection.

In the global GX context
Globally, greenwashing in banking undermines the credibility of ESG claims under TCFD, ISSB, and CSRD frameworks. This review provides evidence that substantive actions (e.g., board diversity, external assurance) are more effective than compliance-based regulation, supporting the transition toward transparency in sustainable finance.

📄 Abstract(原文)
The rapid growth of sustainable investment fuels the paradox of ESG performance in the banking sector, where high sustainability scores are often out of sync with real environmental impacts. The main problem of this study is the rampant practice of greenwashing and legitimacy washing that threatens the stability of the financial system due to capital misallocation. This research aims to synthesize the mechanism of greenwashing in the banking sector and evaluate the effectiveness of its mitigation strategies through the lens of legitimacy theory. Using the Systematic Literature Review (SLR) method through the PRISMA protocol, 22 reputable primary articles from the 2020-2026 period were analyzed. The results showed that the majority of the literature (86%) documented systemic failures and symbolic compliance in order to maintain the market's reputation. Key findings identify that substantive mitigation strategies, such as board gender diversity and external assurance, are more effective in suppressing information manipulation than regulations that result in administrative compliance. This study concludes the need for a transition from symbolic management to substantive action to close the legitimacy gap. Suggestions for future research include the use of AI technology in the early detection of greenwashing and empirical testing of Legitimacy and Mitigation Integration Models
