📄 Abstract(原文)
This policy paper examines how Nature-based Solutions (NBS) can be recognised and managed as critical infrastructure assets within European resilience, investment and risk-governance frameworks. Prepared under Work Package 5 of the Horizon Europe project NBSINFRA, led by UNESCO, it draws on five multi-level policy analyses and City Lab evidence from Bulgaria, Czechia, Germany, Ireland and Portugal, validated through national consultations, a cross-City Lab policy workshop and the International Conference on Nature-based Solutions for Critical Infrastructure Resilience (Brussels, 10 June 2026). Across the five countries, the same six implementation barriers recur, concerning governance and coordination, regulatory bias towards grey infrastructure, financing, maintenance and asset management, capacity disparities, integration into resilience and risk governance, and standards, monitoring and evidence. The paper sets out six recommendations linked to instruments already in force, including the Critical Entities Resilience Directive and its July 2026 Article 13(5) guidelines, the Nature Restoration Regulation, the revised Urban Wastewater Treatment Directive and the European Water Resilience Strategy, beginning with the formal recognition of NBS as critical infrastructure assets.
