Using a triple-difference PPML gravity model on 3.1 million HS6 bilateral trade observations from ten Latin American exporters (2017-2024), the study tests whether CBAM's reporting phase altered EU-bound exports. No aggregate EU-specific change appears for covered goods, but aluminum exports to the EU rose ~280% relative to non-covered goods, driven by shipment volumes rather than unit values. Steel, cement, and fertilizer show no EU-specific response, suggesting trade adjusts only where exporters combine low embedded emissions with documentation capacity.

📝 gxceed 編集解説 — Why this matters
In the global GX context
Provides early empirical evidence on how CBAM's reporting phase—before any carbon price applies—reshapes trade, showing that documentation capacity, not just emissions intensity, determines market access. This informs the global debate on CBAM's extension to downstream products and on how disclosure infrastructure becomes a competitiveness asset under ISSB/CSRD-aligned regimes.

📄 Abstract(原文)
The EU Carbon Border Adjustment Mechanism (CBAM) is a policy designed to equalize carbon costs between European producers and imported goods. It began with a reporting phase (October 2023-December 2025) in which importers disclosed embedded emissions but paid nothing. We ask whether this phase changed Latin American exports to the EU. We propose that, before carbon is priced, trade should respond only where exporters combine low embedded emissions with the capacity to document them. We test this with a triple-difference PPML gravity model on HS6 bilateral trade from ten Latin American exporters from 2017 to 2024 (3.1 million observations). The design compares CBAM-covered with non-covered products, EU with non-EU destinations, and 2024 with 2017-2022. We find no aggregate EU-specific change in covered exports. The response is confined to aluminum, whose EU-bound exports rose by about 280% relative to non-covered goods. Shipment volumes drive the increase, while unit values do not change. The estimate is stable across single-exporter exclusions, fixed-effect choices, and an earlier pre-period. Steel, cement, and fertilizer show no EU-specific response. This work provides early empirical evidence on trade-pattern adjustments during CBAM’s implementation.
