📄 Abstract（原文）
The global response to climate change has relied primarily on an environmental strategy , which views the problem as greenhouse gases polluting an otherwise natural system. In this view, the natural sciences, augmented by economics, have the expertise to solve the challenge. The goals of climate change mitigation should be framed in natural science terms ("net zero emissions") and the needed actions determined by experts designing and implementing broadly uniform solutions. \n This contrasts with the social strategy advocated here, where climate change emerges from a coupled human—natural system. Rather than requiring citizen compliance, a social strategy promotes citizen action through engagement, innovation, and mobilization in dialog with disciplinary expertise. \n The challenge of climate change mitigation is made far more difficult by the presence of carbon lock-in , powerful forces constraining actions intended to shift from the petro-economy. Lock-in takes many forms: technological, financial, institutional, and social.
