📄 Abstract(原文)
ABSTRACT With the building sector accounting for 30% of global emissions (40% with embodied emissions), this study assesses the progress of the European Union (EU) towards a decarbonised building stock. In line with national Nearly Zero-Energy Building (NZEB) requirements, energy performance and renewable integration are evaluated. Significant gaps are found in both areas. Residential buildings require the most substantial improvements in energy performance – a decline of 3 % per year – while non-residential buildings need to maintain current upgrading rates of 2.7 % per year. Although higher compliance is observed regarding renewable energy use as compared with energy performance, generation must increase by 2.8%/year to cover the energy demand in 2050. The study highlights the need to harmonise indicators, enhance data quality, revise national thresholds, and accelerate renovation rates to achieve widespread energy savings in the existing building stock. Additionally, it emphasises the importance of addressing both operational and embodied emissions, incorporating circularity strategies and Life Cycle Assessment to inform balanced decision-making. These findings offer valuable insights for policymakers to define coherent requirements and roadmaps for climate neutrality. A holistic approach—encompassing energy efficiency, behavioural change, low-carbon materials and clean energy adoption—is essential to the EU’s transition towards a decarbonised building environment, with affordable and sustainable living spaces.
