English

GDP-normalised territorial carbon intensity is widely used to gauge national decarbonisation, yet it is sensitive to short-lived exogenous shocks. Using Kuwait's 1991 Gulf War oil-well fires, the authors quantify a sharp, temporary spike driven by abnormal combustion emissions amplified by recession. They further show, via Ukraine and Gaza, that territorial accounting can mismatch where emissions are recorded versus how they are attributed, warning against isolated use of such metrics.

日本のGX文脈において

日本企業・政策当局がSSBJや有報での排出開示を進める際、領域別指標の限界と帰属の曖昧さを理解する材料となる。特に地政学リスク下での指標解釈に示唆を与える。

In the global GX context

As ISSB/CSRD and TCFD-aligned disclosure expand, this paper highlights the fragility of territorial carbon-intensity metrics under geopolitical shocks, relevant to attribution debates in transition finance and national decarbonisation benchmarking.

📄 Abstract(原文)

Abstract GDP-normalised territorial carbon intensity, defined as the ratio of carbon emissions to GDP for a given year, is widely used to assess national decarbonisation progress. However, this indicator can be highly sensitive to short-lived exogenous shocks that alter emissions independently of structural economic or technological change. We analyse the 1991 Gulf War oil-well fires in Kuwait, ignited during the retreat of Iraqi forces, as an illustrative case displaying the vulnerability of territorial CO2 intensity to conflict-driven disturbances. Using national emissions data from the Global Carbon Budget and long-term GDP series from the Maddison Project Database, we quantify the magnitude and duration of the resulting anomaly in the trajectory of Kuwait's carbon intensity. We find a pronounced, short-lived spike in carbon intensity that is primarily driven by abnormal combustion emissions, amplified by a contemporaneous recession. We further use the wars in Ukraine and Gaza as illustrative cases showing that territorial accounting can create a mismatch between the geographical location where emissions are recorded and their treatment under alternative attribution scenarios. This evidence suggests that war-related impacts can distort decarbonisation indicators and potentially mislead policy interpretation when territorial metrics are used in isolation. Our results contribute to the interpretation of decarbonisation indicators and the allocation of responsibility for emissions in times of polycrisis.
