📄 Abstract(原文)

This chapter examines how Tunisia’s renewable energy transition has become a site of contentious politics in which competing sociotechnical imaginaries of the future collide: inclusive and sovereignty-oriented energy futures on the one hand, and transnational export-oriented projects that risk reproducing forms of “green extractivism” on the other. Focusing on the TuNur solar export initiative and the Elmed interconnector, the chapter asks whether emerging Euro-Mediterranean infrastructure strategies, accelerated by the European Green Deal and RePowerEU, pave the way for new asymmetric exchange relations in which renewable resources (sun, wind) and associated infrastructure are mobilized to sustain accumulation in the North. The chapter traces how transnational actors (EU institutions, development banks, IFIs, donor agencies such as GIZ), national political and economic elites, law firms, and business associations co-produce neoliberal and export-oriented imaginaries translate into concrete legislative change, most notably the legal opening of Tunisia’s electricity sector via authorization and concession regimes and reforms enabling direct sales and export possibilities. The chapter demonstrates that Tunisia’s transition is not a linear “decarbonization pathway” but a contested arena in which colonial imaginaries of the desert as Europe’s energy hinterland are reactivated and actively resisted through multilevel conflicts over law, infrastructure, and political authority.
