This chapter examines the development of decentralized energy systems in the European Union (EU), focusing on electricity markets and the legal, regulatory, and institutional conditions that enable decentralization. It begins by situating EU energy policy within broader concerns relating to energy security, climate change, market liberalization, and geopolitical risk, highlighting the shift from centralized fossil-fuel-based systems toward decentralized, renewable-based models. The chapter explains the emergence of prosumers, energy communities, smart grids, and demand-response mechanisms, and analyzes how these developments challenge traditional roles of transmission and distribution system operators. It then assesses the EU legal framework supporting decentralization, including internal electricity market reforms, consumer rights, and regulatory oversight.
