This paper proposes a blockchain-based cross-border payment system designed to enable a potential Caribbean regional emissions trading scheme. It addresses how fragmented currencies and financial infrastructure across small island states could be bridged to settle carbon credit transactions. The work sits at the intersection of carbon market infrastructure and distributed-ledger finance, offering design implications for regional carbon pricing in developing economies.
