This toolbox supports the planning, development, operation and scaling of Renewable Energy Communities (RECs) and Positive Energy Districts (PEDs). It is intended for practitioners involved in these initiatives, including citizens, municipalities, planners, NGOs, businesses and other organisations working towards local energy transitions.Developing a REC or PED involves much more than technical solutions. Success depends on governance, collaboration, financing, regulation and community engagement, with different challenges emerging at various stages of the process. This toolbox helps users anticipate the most common challenges by bringing together evidence from research with practical methods that support collaborative action.The toolbox is based on a systematic literature review in research and practice, which identified the key barriers and enablers influencing the long-term success of RECs and PEDs. These evidence-based "meta-factors" are linked to practical tools and methods that practitioners can apply throughout the project lifecycle.RECs are legal entities that may produce, share and distribute renewable energy, where participation is voluntary, governance is autonomous, and there is effective control by locally involved members. PEDs are districts that produce more renewable energy than they consume over the course of a year and can include RECs. Although distinct concepts, RECs and PEDs share many common challenges and often complement one another in practice as forms of local energy transition projects We use the abbreviation REC throughout; however, this toolbox is relevant for all forms of energy communities, citizen energy communities (CEC) and energy cooperatives.
