📄 Abstract(原文)
The European Union (EU) is navigating new waves of fuel transitions in the maritime sector. Renewable and low-carbon hydrogen, as well as derivative fuels such as ammonia and methanol, are expected to play a central role in decarbonizing shipping. This transition unfolds within a global framework shaped by the International Maritime Organization (IMO) promoting the uptake of zero- and low-emission maritime fuels. A central challenge in this regard is the achievement of decarbonization targets, which gives rise to two sub-challenges: the approval of vessels utilizing alternative fuels and the development of bunkering infrastructure. This article employs the Hydrogen Prism framework, comprising three analytical regulatory angles, cohesiveness, risk mitigation, and compliance, to assess current EU and IMO legal and policy approaches. The analysis finds that the transition requires regulatory cohesiveness that aligns international and regional measures, risk based instruments that provide legal certainty while enabling innovation, and practical compliance mechanisms that minimize regulatory fragmentation.
