English
This paper proposes a normative framework for allocating national climate mitigation responsibility among societal actors. Forward-looking responsibility is built from backward-looking responsibility, benefit from harmful activities, and mitigation capacity, grounded in a novel account of causality that grades contributions despite overdetermination. Using electricity production as an illustration, it shows how justice considerations can inform fair, publicly acceptable climate policy.

In the global GX context
As carbon pricing, CBAM, and just-transition debates intensify under ISSB/CSRD-era disclosure, this framework offers a normative lens for who bears mitigation costs. It complements efficiency-focused policy analysis by foregrounding distributive justice and public acceptance, relevant to transition-finance and policy design discussions globally.

📄 Abstract(原文)
We propose a normative framework for distributing the responsibility for national climate mitigation efforts among societal actors. The framework aims to inform national policy, emphasizing how justice considerations – alongside efficiency – can enhance public acceptance of climate policies. We argue that forward-looking responsibility depends on three factors: backward-looking responsibility, benefiting from harmful activities and capacity to mitigate emissions. For backward-looking responsibility we build on a novel account of causality, allowing us to grade actors’ causal contributions, even though climate change is characterized by overdetermination. Using electricity production as an illustration, we show how the proposed framework can help inform fair climate policy.
