Using Chinese provincial panel data (2010-2023) and spatial Durbin models, this study finds that new quality productivity (NQP) significantly promotes green low-carbon transformation (GLT) in manufacturing, with 78.1% of the effect from spatial spillovers. Green technology innovation, marketization, and industrial chain resilience are mediating pathways. Proposes a hierarchical governance framework for differentiated regional policies.

📄 Abstract(原文)

In the context of global climate governance, the green and low-carbon transformation in manufacturing (GLT) constitutes the strategic foundation for achieving the dual-carbon goals, with new quality productivity (NQP) serving as a key driving force. Using 2010–2023 Chinese provincial panel data and spatial Durbin and mediation models to systematically investigate the direct impact, spatial spillover effects, and underlying transmission mechanisms of NQP on GLT. This study finds that NQP significantly promotes GLT, with 78.1% of the effect arising from spatial spillovers. The effect is stronger in central, major strategic, non-technology intensive, non-resource reliant, and climate-adaptive regions. Green technology innovation (GTI), marketization level (MAR), and industrial chain resilience (ICR) serve as mediating pathways, with spatial spillover intensities decreasing in that order. Based on this, this paper proposes a "supplementing points—building chains—strengthening network" hierarchical governance framework, providing an empirical basis for the design of differentiated regional policies.
