English
Drawing on the decline of the US coal industry, this paper extracts lessons for the rapid, coordinated retirement of fossil fuel infrastructure. It argues market-mediated transition is inadequate given rising risk tolerance among successive private owners and emergent failures of environmental and labor laws, and that expanded public management holds structural advantages under systemic decline. It urges oil and gas transition scholarship to incorporate these coal lessons.

In the global GX context
Amid global debates on just transition and managed phase-out under ISSB/transition finance frameworks, this paper challenges market-led decarbonization and highlights public management and legal-failure risks relevant to disclosure of transition plans.

📄 Abstract(原文)
The energy transition requires rapid, coordinated retirement of essentially all fossil fuel infrastructure with careful attention to impacts on workers and affected communities. Experience with the decline of the US coal industry offers a wide range of lessons about the phase-out of energy systems, including the inadequacy of a market-mediated transition given predictable increases in risk tolerance by successive private owners, emergent failure points of longstanding environmental and labor laws, and the structural, though not inevitable, advantages of increased levels of public management under conditions of systemic decline. Transition scholarship focused on the oil and gas sectors should better incorporate these lessons from coal.
