статья посвящена оценке последствий методологического разрыва между продуктовым учётом эмиссий, предусмотренным Пограничным корректирующим углеродным механизмом Европейского союза (CBAM), и действующей системой климатической отчётности Российской Федерации, для издержек и конкурентоспособности российских промышленных экспортёров. Актуальность темы обусловлена введением трансграничного углеродного сбора, который создаёт риск двойной регуляторной нагрузки на отрасли-экспортёры и принципиальный разрыв между европейскими требованиями к продуктовому учёту эмиссий и национальными стандартами валовой инвентаризации парниковых газов. Цель работы заключалась в идентификации основных концептуальных расхождений в определении границ оценки выбросов, правил верификации и коэффициентов эмиссии, а также в оценке потенциала гармонизации методических баз. В результате выявлены три основных направления методологической несопоставимости, включая отсутствие в российской практике обязательной продукто-ориентированной аллокации, императивного учёта косвенных энергетических выбросов второго охвата и сквозной прослеживаемости данных по цепочкам поставок прекурсоров. Российская система сфокусирована на территориально-валовом учёте выбросов хозяйствующего субъекта, тогда как CBAM требует атрибутивного учёта жизненного цикла товара. Показано, что прямое конвертирование данных из национального реестра в формат CBAM-декларации невозможно без создания параллельных цифровых архитектур климатического контроллинга на предприятиях-экспортёрах. Теоретическая значимость работы заключается в систематизации противоречий двух регуляторных подходов. Практическая ценность состоит в обосновании необходимости двухконтурной модернизации систем сбора первичных данных для минимизации фискальной нагрузки на российский экспорт. this article assesses the consequences, for the costs and competitiveness of Russian industrial exporters, of the methodological gap between the product-based emissions accounting required under the European Union's Carbon Border Adjustment Mechanism (CBAM) and the current climate reporting system of the Russian Federation. The relevance of this topic stems from the introduction of a cross-border carbon levy, which creates a risk of dual regulatory burden for exporting industries and a fundamental gap between European requirements for product-based emissions accounting and Russian national standards for gross greenhouse gas inventories. The aim of this study was to identify key conceptual discrepancies in the definition of emission assessment boundaries, verification rules, and emission factors, as well as to assess the potential for harmonization of these methodological frameworks. As a result, three fundamental axes of methodological incompatibility were identified, including the absence in Russian practice of mandatory product-oriented allocation, mandatory accounting of indirect energy emissions of scope 2, and end-to-end traceability of precursor supply chain data. It was established that the Russian system focuses on territorial-gross accounting of emissions of an economic entity, whereas CBAM requires attribute-based accounting of the product life cycle. It was shown that direct conversion of data from the national registry to the CBAM declaration format is impossible without the creation of parallel digital climate control architectures at exporting enterprises. The theoretical significance of the work lies in its systematization of the conflicts between the two regulatory paradigms. Its practical value lies in its substantiation of the need for a dual-circuit modernization of primary data collection systems to minimize the fiscal burden on Russian exports.
