As the built environment sector accelerates towards net-zero targets, digital twins are increasingly adopted for operational carbon management. However, their reliability is often undermined by “data amnesia” (i.e., the loss of source and boundary context during information handover), where critical environmental context—such as specific Life Cycle Inventory (LCI) data sources and Environmental Product Declarations—is lost during the transition from design to operation. To address this integrity gap, this study proposes a carbon Data Governance Framework grounded in ISO 19650 information management principles. This study introduces explicit “Carbon Data Requirements” integrated directly into the procurement life cycle. By augmenting widely used industry references, specifically the Centre for Digital Built Britain’s guidance on Asset and Exchange Information Requirements, the research demonstrates how qualitative sustainability goals can be translated into machine-readable execution rules. Specifically, the framework mandates the contractual definition of LCI data sources (e.g., ecoinvent) and calculation boundaries (e.g., EN 15804) by utilising ISO 22057 data templates and open standard exchange formats (e.g., IFC4). This approach establishes a “Handover Gate” that enforces a zero-tolerance policy for data non-compliance, ensuring that the Project Information Model is authored with validated carbon attributes before evolving into the Asset Information Model. Ultimately, this study redefines the digital twin from a passive visualisation tool into an active “Governor” of environmental data, offering a practical roadmap for converting static documents into a dynamic, statistically coherent sustainability management system.
