English
A Melitz-style asymmetric-country model analyzes how a trading partner's border carbon adjustment (BCA) affects the welfare cost of raising domestic carbon prices in the exposed country. BCA lowers these costs by reversing the partner's export cut-off and expanding imported consumption; the effect depends on energy intensity, productivity dispersion, and average productivity, and interacts with tariffs. With environmental damages, BCA raises the exposed country's welfare-optimal carbon price, creating a policy alignment plateau. Calibrated to India with firm-level data, the EU CBAM is shown to reduce India's relative welfare costs of carbon price convergence.

📝 gxceed 編集解説 — Why this matters
In the global GX context
As the EU CBAM moves toward full implementation, this paper offers a theoretical basis for how BCAs can align carbon prices across trading partners rather than simply penalize exporters. It speaks directly to ISSB/CSRD disclosure of carbon costs and to transition-finance debates on competitiveness and carbon leakage, adding an emerging-economy welfare perspective often missing from EU-centric CBAM scholarship.

📄 Abstract(原文)
We develop a Melitz-style model of asymmetric countries to analyse how a trading partner's border carbon adjustment affects the welfare costs of raising a domestic carbon price in the exposed country. By examining how a unilateral increase in emissions taxes affects endogenous productivity cut-offs, we show that a border carbon adjustment reduces these costs through a reversal of the partner's export cut-off, thereby expanding imported consumption. This welfare-smoothing effect depends on structural asymmetries such as energy intensity, productivity dispersion, and average productivity, and interacts with conventional tariff policy. Extending the model with environmental damages, we show that a border carbon adjustment raises the exposed country's welfare-optimal carbon price, generating a policy alignment plateau between trading partners. Calibrating the model to India using firm-level data, we quantify these mechanisms in a three-region extension and show that the EU Carbon Border Adjustment Mechanism can effectively reduce India's relative welfare costs of carbon price convergence.
