This paper reviews corporate sustainability reports to expose gaps in Scope 3 Category 11 (use-phase) emissions reporting in turbomachinery and heavy industry, notably unclear allocation criteria and energy definitions. It proposes an energy-based allocation method that separates direct/indirect and intermediate/final-product emissions, using energy-flow modelling of equipment efficiency and losses. Two practical applications show usability and efficiency incentives, and the authors advocate blockchain-based carbon ledgers to improve traceability and curb double-counting.

In the global GX context
Scope 3 Category 11 allocation is a persistent weak point under GHG Protocol and emerging ISSB/CSRD disclosure regimes, where use-phase emissions often dominate industrial footprints. A transparent, energy-based allocation framework with traceability safeguards directly addresses double-counting concerns flagged by the GHG Protocol and supports comparable downstream disclosure.

📄 Abstract(原文)
Accurate reporting of Scope 3 Category 11 greenhouse gases (GHG) emissions remains a challenge for companies in the turbomachinery and heavy industry sectors, particularly due to ambiguities in the Greenhouse Gas Protocol (GHG Protocol) and inconsistent application of allocation methodologies. Through a comprehensive review of corporate sustainability reports and existing literature, the study identifies key gaps in current practices, including the lack of standardized allocation criteria and unclear definitions of energy consumption. This paper proposes an energy-based allocation method that addresses these inconsistencies by providing a systematic framework for distinguishing between direct and indirect emissions, and between intermediate and final products. This clear distinction allows the proper usage of the allocation, and the energy-based allocation method is proposed as alternative to other allocation methods observed in the review of corporate sustainability reports. The proposed methodology integrates energy flow modelling to allocate emissions based on equipment efficiency and energy losses, enabling transparent transfer of emissions data downstream the value chain. Two practical applications leveraging typical turbomachinery and heavy industry equipment demonstrate the model usability, flexibility and its potential to incentivize efficiency improvements. The method is designed to be simple to apply and it relies on quantities that are, by design, already known to the reporting company. The paper concludes by advocating for digital solutions, such as blockchain-based carbon ledgers, to enhance traceability and mitigate double-counting across value chains recognized also by the GHG Protocol. This approach supports a more equitable and actionable framework for emissions accountability in complex industrial ecosystems.
