📄 Abstract(原文)

The transition to a green economy requires more than rapid deployment of renewable generation; it requires institutional arrangements that convert clean-energy investment into inclusive local development. Rural communities are especially important because they often combine strong renewable-resource potential with energy-access gaps, dispersed infrastructure, limited finance, weak maintenance ecosystems, and livelihood vulnerability. This paper develops a Community-Centred Renewable Energy Adoption Framework (CC-REAF) for linking decentralized renewable energy with sustainable rural development. The study uses a structured integrative review and framework-synthesis approach drawing on recent peer-reviewed research and evidence from international agencies. The synthesis identifies six recurrent conditions for durable community energy outcomes: participatory co-design and local ownership; fit-for-place technology selection; inclusive and predictable finance; integration of productive energy uses; local skills, operations and maintenance; and multi-level governance supported by transparent digital monitoring. The proposed framework connects these conditions to four outcome domains: energy affordability and reliability, rural enterprise and income, green employment and human capital, and environmental performance. Evidence from recent community-energy studies and development programmes suggests that renewable-energy projects produce stronger and more persistent development benefits when communities participate in decisions, economic uses of electricity are designed alongside supply infrastructure, and benefit-sharing and maintenance responsibilities are explicit. The paper concludes with an implementation lifecycle, policy recommendations, an SDG mapping, and a set of indicators for future empirical validation. The framework is intended as a practical bridge between renewable-energy deployment and an inclusive green-economy transition in rural settings.
