📄 Abstract(原文)

Africa constitutes 17% of the global population yet accounts for only 6% of global energy consumption. With over 600 million without access to electricity and over 900 million relying on biomass for cooking. This paper analyses Africa’s transition drivers and electrification pathways. It evaluates Africa’s energy mix including biomass, fossil fuels, hydropower, and renewables. It assesses the financing, utility-performance, policy and demographic barriers that produce divergent energy transition trajectories across the continent. It evaluates the transformative role of off-grid and mini-grid solutions in closing the access gap while critically examining whether these technologies serve as a bridge to grid connection or risk becoming a permanent second-tier energy system. The analysis further addresses the climate-equity paradox confronting Africa: negligible emissions yet disproportionate climate vulnerability, and the tension between fossil fuel development and global decarbonization. A comparative assessment of energy strategies identifies transferable lessons on procurement design, market architecture, and political economy. The review concludes that Africa possesses the resource endowments and increasingly the technology to achieve universal energy access; the binding constraints are political commitment to utility reform, financial instruments to derisk private investment at scale, and an international climate framework that recognizes Africa’s right to energy-led development.
