English

This paper examines whether EU and Chinese due diligence initiatives reduce violent conflict around green and critical mineral mines in eastern DRC (2015-2024). Later initiatives are associated with less predation violence against miners, while earlier ones correlate with more conflict between large- and small-scale miners. Clearer standards for artisanal miners and coverage of hard-to-smuggle minerals may explain the difference.

📝 gxceed 編集解説 — Why this matters

In the global GX context

Directly informs the global disclosure agenda on minerals supply chains—EU Conflict Minerals Regulation, CSDDD, and emerging critical-minerals due diligence—by providing rare causal evidence on whether such initiatives actually reduce conflict on the ground.

📄 Abstract(原文)

Green technologies crucial to climate change mitigation, such as electric cars and solar panels, require great quantities of minerals. This potentially connects climate change mitigation to conflict, as existing literature associates minerals mining with violent conflict. The EU and China recently enacted sofar under-studied due diligence initiatives to mitigate such conflict. This paper investigates the potential of four sets of due diligence initiatives to promote a peaceful pathway to climate change mitigation: the EU Conflict Minerals Regulation and three initiatives by China. These initiatives were announced at different times, and apply to mines of different minerals at different scales. We exploit this variation to investigate the association between due diligence initiatives and conflict in eastern DRC between 2015-2024. Results suggest that due diligence initiatives are associated with decreased violence consistent with predation on miners, but increased violence consistent with conflict between large-scale and small-scale miners. The first association dominates for later initiatives, but the last association dominates for earlier initiatives. Plausible explanations for this difference include: later initiatives set clearer standards for small-scale miners, covered more difficult-to-smuggle minerals, or existence of multiple initiatives meant a greater critical mass of companies practiced due diligence.
