本稿はELEVATEプロジェクトの一環として、ネットゼロへの移行シナリオを構築するためのシナリオ枠組み（モデリングプロトコル）を提示する。移行経路の設計・比較に用いる共通の方法論的基盤を提供し、政策評価やシナリオ分析の一貫性確保を狙う。個別の実証結果よりも、シナリオ設計の標準化に貢献する。

This protocol sets out the scenario framework for transition scenarios to net-zero within the ELEVATE project. It offers a shared methodological basis for designing and comparing transition pathways, aiming to ensure consistency across policy and scenario analysis. Its contribution lies in standardizing scenario design rather than presenting new empirical results.

日本のGX文脈において

日本ではGX推進・移行金融の文脈でネットゼロ経路の定量シナリオが求められており、SSBJや有報の移行計画開示を支える方法論として参考になる。欧州型の共通プロトコルは、日本企業・政策当局が自社・国別シナリオを設計する際の雛形となりうる。

In the global GX context

Globally, standardized transition-scenario protocols feed directly into TCFD/ISSB-aligned transition planning and transition-finance taxonomies. As an EU-based (PBL) framework, it adds methodological rigor to how institutions build and compare net-zero pathways for disclosure and policy appraisal.
