English
Using one year of pre/post dry-docking data from AHTS vessel MV Hadi, this study validates a time-based EEOI proxy for offshore support vessels under IMO's SEEMP framework. Average EEOI fell 17.9% (863.4 to 708.5 g CO2/GRT·h) and monthly fuel use dropped over 36% after maintenance. It offers the first validated time-based EEOI application for OSVs, linking planned maintenance to Scope 1 reduction.

📄 Abstract(原文)
Maritime industry is facing the high pressure in order to reduce greenhouse gas (GHG) emission and increase energy efficiency in response to the Sustainable Development Goals (SDGs) and international maritime regulations. The research examine the regulatory framework of the Ship Energy Efficiency Management Plan (SEEMP) developed by International Maritime Organization (IMO). The focus of this study to align with the United Nations Sustainable Development Goals, with particularly with SDG 7 (Affordable and Clean Energy) SDG 13 (Climate Action) and SDG 14 (Life Below Water). There is a critical gap exists in the current IMO framework where conventional distance-based Energy Efficiency Operational Indicator (EEOI) metrics are not suitable for offshore support vessels (OSVs) that engage in dynamic positioning, towing, and anchor handling operations. This study identifies and addresses this measurement gap by developing and validating a time-based EEOI proxy for OSVs using an Anchor Handling Towing Supply (AHTS) vessel as a case study, in accordance with IMO and SEEMP guidelines. For the case study the data has been collected from Tug MV Hadi over a year that is covering the period of pre and post dry docking interval. The vessel underwent scheduled maintenance in July 2025, including hull cleaning, propeller polishing, and the overhaul of both main and auxiliary engines. EEOI has been calculated by using data from fuel consumption and engine operating-hour (SMU) records. These results shows the improvement in energy efficiency after dry dock. Average EEOI dropped from 863.4 g CO2/(GRT·h) to 708.5 g CO2/(GRT·h) as an 17.9% reduction in EEOI. The average CO2 emission rate per engine hour decreased by a comparable 17% (0.59 to 0.49 t CO2/hr), and average monthly fuel consumption reduced by over 36% (402 to 256 MT/month). The monthly variance in EEOI also decreased and the standard deviation decreasing by approximately 18 % ( from 39 to 32 g CO2 / GRT·h), indicating a more stable performance after the revision. The novelty of this paper is to demonstrate for the first validate application of the IMO time based EEOI proxy for offshore support vessels that is addressing a critical gap in offshore logistics support. This study confirms that SEEMP is not only a theoretical but also a practical tool for improving energy efficiency in the maritime sector. This study demonstrates the real impact of (Planned Maintenance System) PMS offering operators practical evidence to align maintenance planning with IMO decarbonization targets and company efficiency goals. These strategies could contribute to Scope 1 emissions reduction while supporting SPE's Grand Challenge of Net Zero Operations while aligning with the UN Sustainable Development Goals framework.
