Jeff Cohen’s career spans major environmental policy achievements and significant entrepreneurial efforts in environmental markets. Beginning at the U.S. Environmental Protection Agency, Cohen led the implementation of the Montreal Protocol, which achieved a near-total phaseout of ozone-depleting substances and contributed to climate change mitigation. He observed a gap in policy, as legacy stocks of chlorofluorocarbons persisted in old equipment. Cohen and colleagues founded EOS Climate to incentivize the collection and destruction of these compounds by creating protocols for carbon offset credits. Developing such credits required new market rules, partnerships with recycling businesses and the establishment of robust monitoring systems. Cohen’s advocacy influenced the inclusion of ozone-depleting substance destruction in California’s compliance carbon market, resulting in substantial verified emission reductions and hundreds of trades.
