English

This study tests whether EU flat-steel sourcing shifted away from exporter-product combinations with higher CBAM exposure in early 2026. It combines monthly Eurostat Comext trade data (CN8 headings 7208-7210) with CBAM regulatory inputs—default emissions values, free-allocation benchmarks, the 2026 phase-in rule, and overlapping steel trade-defence measures. The package provides processed datasets, code, and reproducibility materials, offering early aggregate evidence on sourcing responses rather than firm-level compliance costs.

📝 gxceed 編集解説 — Why this matters

In the global GX context

CBAM is the EU's landmark carbon border adjustment, and this paper provides early empirical evidence on how steel sourcing responds to it. For global disclosure scholarship, it links carbon pricing policy to trade flows and supply-chain reconfiguration, offering a template for assessing CBAM's real-world effects beyond compliance cost estimates.

📄 Abstract(原文)

Replication data, code, regulatory inputs, robustness outputs, source documentation, and reproducibility materials for the working paper “CBAM and EU Flat-Steel Sourcing.” The study examines whether EU flat-steel sourcing shifted away from exporter-product combinations facing higher exposure to the European Union Carbon Border Adjustment Mechanism (CBAM) during the first half of 2026. The research combines monthly Eurostat Comext trade data for CN8 products under headings 7208–7210 with CBAM regulatory inputs, including definitive-period default emissions values, route-consistent free-allocation benchmarks, the 2026 CBAM phase-in rule, and information on overlapping EU steel trade-defence measures. The deposited materials include processed analysis datasets, treatment and regulatory-exposure inputs, robustness and inference outputs, source manifests, reproducibility documentation, and Python analysis/build scripts. The package supports reproduction of the reported empirical results from the included processed public-source data. Upstream Eurostat Comext source archives are not duplicated where unnecessary. The accompanying source manifest records the relevant filenames, provenance information, and checksums required to trace the underlying public data. The empirical results should be interpreted as evidence on early aggregate sourcing responses during January–June 2026 and not as estimates of firm-level CBAM compliance costs or installation-level emissions.
