📄 Abstract(原文)

Abstract With a growing focus on sustainable oil and gas energy use, hybrid energy systems are gaining interest as they integrate renewable sources of energy with traditional fossil fuel-based energy generation. Previous studies have focused largely on the technical performance and efficiency of hybrid energy systems, but relatively little has been studied on policy and regulatory aspects that affect their implementation in oil and gas operations. The impact of policy and regulatory environment on the deployment of hybrid energy system in the oil and gas sector was the subject of this study, and a particular study was conducted in Nigeria. Research was conducted using a mixed method approach which included a structured review of literature, comparative analysis of energy policies and key stakeholder engagement. A literature review was conducted to find suitable analytical frameworks for energy policy assessment, regulatory impact analysis and energy integration. These encompassed policy score card comparison, regulatory gap analysis and determination of effectiveness of incentives to assess hybrid energy policies in Nigeria. The policy instruments were evaluated according to their clarity, efficacy in enforcement, and their compatibility with the environmental goals and the operational context of the oil and gas industries. The analysis of hybrid energy policies was informed and validated by engaging with policymakers, energy regulators and industry practitioners. The study highlighted the role of the regulatory instruments (e.g. FITs, fiscal measures, carbon credit mechanisms, renewable portfolio standards) in promoting the use of hybrid energy as well as issues faced in the implementation of policies, regulatory uncertainties and integration with existing infrastructure for oil and gas. The study placed the concept of hybrid energy policy into the context of Nigeria's Nationally Determined Contribution (NDC), with a focus on the need for regulatory clarity and effective implementation of energy policies to ensure that hybrid energy systems are deployed effectively in the oil and gas sectors. Overall, the study suggested that a move toward the implementation of a more coherent regulatory framework and better policy implementation is needed to advance the use of hybrid energy systems in the oil and gas sector, closing the gap between the technical potential for implementation and the execution of policy.
