This study simulates six decentralized energy configurations (CHP, heat pumps, hybrids) across three German locations with differing grid carbon intensities. It finds regional grid carbon intensity, not technology choice, dominates environmental performance, and that heat pump integration is essential in low-carbon regions. The EU Ecodesign primary energy metric fails to capture location-dependent CO2 reversals, revealing a regulatory blind spot and arguing for location-sensitive assessment frameworks.

In the global GX context

As ISSB/CSRD and TCFD-aligned disclosure push companies toward location- and time-specific emissions accounting, this paper provides empirical evidence that static primary energy metrics mislead decarbonization decisions. It supports the global shift toward grid-aware, hourly-matched electricity accounting and location-sensitive efficiency regulation.

📄 Abstract(原文)

The environmental performance of decentralized energy systems depends critically on the interaction between technology choice, controller logic, and regional grid characteristics. However, current regulatory frameworks such as the EU Ecodesign Directive rely on static primary energy metrics that neglect location-specific carbon intensity and temporal operation patterns. This study presents a comprehensive analysis of six energy system configurations, including combined heat and power (CHP), heat pumps, and hybrid combinations across three German locations with distinct grid carbon intensities (Hamburg: 68 g CO₂/kWhel, Karlsruhe: 177 g CO₂/kWhel, Leipzig: 722 g CO₂/kWhel). Using hourly-resolved simulations, we compare heat-driven and electricity-driven controller logics and evaluate CO₂ emissions, primary energy efficiency, and grid supportiveness. The results demonstrate that regional grid carbon intensity and not technology choice is the dominant factor determining environmental performance. A micro gas turbine system reduces emissions by 35.7 % in Leipzig but increases them by 1 % in Karlsruhe compared to a reference gas boiler configuration. Heat pump integration proves essential in low-carbon regions: while CHP-only systems increase emissions by 21 % in Hamburg, adding a heat pump reverses this to a 33 % reduction. The highest reduction is achieved by heat pump-only configurations in Hamburg (-85.6 %), though this benefit is much lower in Leipzig (- 31 %). Furthermore, the electricity-driven controller reduces CO₂ emissions by up to 107.1 t/a but introduces thermal curtailment losses that decrease primary energy savings. Critically, the EU Ecodesign primary energy metric fails to detect these location-dependent CO₂ reversals, creating a regulatory blind spot. These findings argue for location-sensitive assessment frameworks and suggest that conversion coefficients should incorporate regional electricity quality to align efficiency regulations with actual decarbonization goals.
