English

This study quantitatively evaluates technical, economic, and environmental trade-offs between centralized grid expansion and decentralized universal access for Kenya's power sector over 2020-2055. It identifies the least-cost capacity expansion and generation mix to achieve deep decarbonization by 2040 and universal access by 2035, comparing ETIP and KNES expenditure trajectories. It isolates drivers of off-grid capacity inflation and proposes policy alignments.

📄 Abstract(原文)

Kenya’s current pursuit of universal rural electrification risks locking the nation into a catastrophic "pay repeatedly" cycle where every single shilling spent on standalone off-grid batteries must be spent all over again in less than eight years just to keep the lights on. The purpose of this study was thus to resolve this structural policy friction by quantitatively evaluating the technical, economic and environmental trade-offs between centralized grid expansion and decentralized universal access. The scope of the analysis encompassed a comprehensive, multi-sector evaluation of Kenya's power sector over a 35-year modelling horizon (2020-2055).The primary objective of this research was to determine the least-cost electricity capacity expansion and generation mix that enables Kenya to achieve deep power sector decarbonization by 2040 while attaining universal electricity access by 2035. To achieve the, the study sought to quantify and compare long-term capital and operational expenditure trajectories between the utility-scale Energy Transition and Investment Plan (ETIP 2023–2050) and the distributed Kenya National Electrification Strategy (KNES) strategic plans. It aimed to isolate the technical drivers behind off-grid capacity inflation and formulate actionable, evidence-based policy alignments for national and localized governing institutions.
