📄 Abstract(原文)

Global low-carbon investment increasingly drives cross-border Carbon Capture and Storage (CCS) cooperation between Indonesia and Singapore, raising the need for legal certainty for foreign investors across jurisdictions. This study examines the regulation of foreign investment in Indonesia's cross-border CCS projects and compares it with Singapore's legal framework using a normative juridical method with a comparative approach. The findings show that Indonesia builds legal certainty through the Investment Law, the Job Creation Law and Presidential Regulation 14/2024, while Singapore relies on policy stability and international cooperation, yet both countries still need to strengthen cross-border liability arrangements.
