📄 Abstract(原文)
This article focuses on sustainability transitions in urban contexts by studying two Nordic climate-forerunner cities, Turku, Finland and Gothenburg, Sweden. The article employs a Multi-Level Climate Governance (MLCG) framework to study the intricacies of achieving climate neutrality through predominately technical energy policy innovations, which often define urban sustainability transitions in Europe. Whilst MLCG delineates innovative energy policy norms for cities; however, it does not provide guidance to govern urban vulnerabilities produced by the energy transition itself. The article examines the conditions for and the capacity of the studied cities to implement a sustainability transition that aligns with emerging scholarly and policymaking demands of a fair energy transition. Embedded in a technical pursuit of climate neutrality are societal concerns, e.g., rising urban energy poverty. The article argues that the studied Nordic cities should use their proven climate governance capacity to advance a holistic understanding of urban vulnerabilities in an energy transition.
