📄 Abstract(原文)

Abstract The transition from conventional energy sources to renewable energy has become an important part of national energy and sustainability strategies. Governments have introduced a range of measures, including subsidies, financial incentives, concessional finance, net-metering arrangements, feed-in mechanisms, renewable purchase obligations, awareness programmes and manufacturing support, to encourage renewable-energy adoption. However, the availability of policy support does not necessarily lead to widespread adoption. This paper critically reviews selected empirical and review studies concerning the relationship between government policies and renewable-energy adoption, with particular emphasis on solar photovoltaic and rooftop solar adoption in India. Ten relevant studies published between 2020 and 2024, together with supporting evidence from an earlier Indian study, are examined to identify recurring patterns in the literature. The review shows that high initial investment, limited access to finance, inadequate information, regulatory complexity, uncertainty about technology and maintenance, weak consumer confidence and differences in access to policy benefits continue to affect adoption. The literature also indicates that financial incentives are more likely to produce meaningful results when they are supported by simple application procedures, reliable information, appropriate grid arrangements, consumer protection and accessible financing. The review further suggests that renewable-energy policies need to account for differences among households, commercial establishments and industrial users rather than relying on a uniform approach. Based on these findings, the paper develops a conceptual framework linking government policy instruments, policy implementation, consumer perceptions and renewable-energy adoption. The paper argues that the effectiveness of renewable-energy policy depends not only on the amount of financial support provided but also on how easily consumers can understand, access and use that support. The study concludes with policy suggestions aimed at making renewable-energy programmes more accessible, transparent, financially practical and socially inclusive.
