English

Using 1994–2024 panel data for five Central Asian economies, the study finds external public debt financing is linked to adverse climate outcomes. Renewable energy consumption and institutional quality moderate this nexus, while neighbourhood and trade ties with a carbon-intensive country mediate it. It argues for aligning debt, trade, environmental and institutional policy.

📄 Abstract(原文)

Public debt grows, while climate change causes losses for Central Asian economies, thereby requiring a comprehensive evaluation of debt policy effectiveness within the climate agenda. This study argues that increasing external public debt financing leads to harmful climate outcomes because Central Asian countries rely on natural resources to address economic development challenges. Analysis of panel data from 1994 to 2024 for Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan, using a fixed-effects method with the Driscoll-Kraay approach, reveals that renewable energy consumption and institutional quality moderate the relationship between external public debt financing and climate change. In mitigating the harmful climate effects of debt, neighbourhood and trade partnerships with a carbon-intensive country also matter. These mediators channel influences on the debt-climate nexus depending on proxy indicators of climate change and moderators. Overall, the empirical findings suggest that overcoming the ineffectiveness of public debt policy in the context of the climate agenda necessitates alignment across economic, trade, environmental, institutional, and debt policies. The study concludes with suggestions for further research, including investigation of new moderators and mediators of the debt-climate nexus.
