<b>Abstract</b>Existing renewable subsidy schemes are designed against static capacity configurations, without accounting for how incentives propagate through dispatch to deliver carbon abatement. We develop an integrated optimization framework that endogenizes subsidy allocation across long-term capacity expansion and high-resolution dispatch. Applied to a hydropower-dominated system in Hubei Province, China, we evaluate how alternative subsidy portfolios shape capacity expansion and emissions over 2021–2050 under climate uncertainty. Variable-renewable-only subsidies suppress hydropower investment by weakening dispatch-based revenue signals, increasing residual fossil-fuel dependence; rebalancing incentives toward hydropower restores system flexibility and improves carbon abatement. A cost-effective threshold emerges where hydropower subsidies at roughly half the VRE rate reduce annual emissions to near-zero thermal generation levels, beyond which marginal abatement gains diminish. Effective decarbonization requires co-designing renewable incentives across technologies and time scales, providing transferable guidance for hydropower-rich electricity systems.
