English
This study designs a financial mechanism to fund Nuclear Power Plant Life Extension (PLEX). It proposes a four-module architecture—determinants (asset depreciation, CAPEX/OPEX, war-related risk), regulatory/technical framework (EU Taxonomy, ESG, licensing), enablers (green bonds, IFI concessional loans, depreciation reinvestment), and outcomes (lower LCOE, 20+ year life extension). The hybrid structure lowers WACC and LCOE versus greenfield nuclear construction.

In the global GX context
Amid global debate over whether nuclear qualifies under sustainable finance taxonomies (EU Taxonomy, transition finance), this paper offers a concrete structuring template combining green bonds, IFI concessional lending, and depreciation reinvestment for life-extension capex—directly relevant to ISSB/transition-plan disclosure and cost-of-capital debates.

📄 Abstract(原文)
Under the conditions of global energy market transformation, heightened geopolitical volatility, and severe macroeconomic risks, securing adequate financing for Nuclear Power Plant Life Extension (NPP PLEX) projects becomes a crucial priority for maintaining national energy security and sovereign resilience. This article conceptualizes and justifies a comprehensive structural architecture for a financial and economic mechanism designed to attract investment capital for NPP PLEX implementation. Based on a rigorous comparative analysis of global nuclear financing practices, the study highlights the inherent limitations of relying solely on traditional corporate financial resources within highly volatile and risky market environments. To address these structural constraints, an integrated four-module mechanism is proposed: Determinants (comprising physical asset depreciation, CAPEX/OPEX estimations, market volatility, and war-related macroeconomic risks), Regulatory and Technical Framework (encompassing technical audits, compliance with EU Taxonomy standards, ESG requirements, and nuclear licensing), Enablers (combining targeted Green Bonds issuance, concessional loans from International Financial Institutions backed by sovereign guarantees, and optimized depreciation reinvestment), and Outcomes (achieving minimal Levelized Cost of Electricity, extending operational life by 20+ years, enhancing energy security, and driving green transition). The findings demonstrate that implementing this hybrid financial structure systematically reduces the Weighted Average Cost of Capital (WACC) and delivers a significantly lower Levelized Cost of Electricity (LCOE) compared to greenfield nuclear power plant construction. The practical value of the study lies in establishing an actionable, structurally sound framework for energy corporations and policymakers to mobilize sustainable capital, comply with international green finance criteria, and secure long-term decarbonization goals.
