📄 Abstract(原文)
The study substantiates the need for stronger attention from the state, academia, and practitioners to the development of a green finance market as a key instrument for achieving the Sustainable Development Goals (SDGs) and advancing ESG implementation in Russia. The methodological basis is institutional analysis, which helps identify systemic distortions in the formation of the economic, legal, and organizational institutions of the green economy and to outline ways to address them. The paper’s scientific novelty lies in a critical reassessment of the paradigm of continuous economic growth and in identifying institutional constraints that hinder the transition to sustainable development. The research traces the evolution of views on the relationship between economic growth and resource scarcity and justifies the inevitability of growth limitations due to the risks of intensified exploitation of natural capital. It argues for strengthening “environmental consciousness” in the theory and practice of social development and demonstrates the role of green finance as a core funding mechanism for the green economy. Key institutional traps are identified, including contradictions between legal and economic institutions, low environmental awareness, insufficient integration of environmental topics in education, and a gap between formal regulations and their practical implementation across regions. The study concludes that effective green-economy institutions require comprehensive institutional reform and coordinated efforts by the state, business, and society; the proposed recommendations can support managerial decision-making in financing green projects.
