📄 Abstract(原文)

With the implementation of the European Union’s Carbon Border Adjustment Mechanism (CBAM), green trade barriers have entered a phase of rigid cost constraints. The transmission of carbon costs within cross-border supply chains has become a central issue affecting the competitiveness of Chinese export enterprises. Integrating global value chain theory and system dynamics methodology, this study constructs a three-stage quantitative measurement model comprising ‘policy shock, stage-by-stage transmission, and industry-specific adjustment.’ This model deconstructs the transmission pathways of carbon costs across upstream and downstream supply chain nodes and cross-border interfaces, identifying key influencing factors such as policy intensity and industry characteristics. Using the steel and aluminum industries as cases for measurement and sensitivity analysis, the study finds that carbon costs exhibit evolutionary characteristics of ‘policy-triggered, stage-transmitted, and industry-amplified’ effects, with transmission elasticity significantly higher in high-carbon industries than in low-carbon industries. Cross-border logistics and intermediate inputs are identified as key nodes. Finally, the paper proposes countermeasures concerning accounting systems, coordination mechanisms, and policy adaptation to help enterprises manage carbon cost impacts and enhance green supply chain management capabilities.
