<title>Abstract</title> <p>Power grid investments drive energy transition costs as electrification and distributed energy resources increase demand for electricity distribution capacity, making flexibility an increasingly important pillar of cost-efficient decarbonization. Despite growing policy interest in incentivizing flexibility, determining economically justified incentive levels remains an unresolved challenge. We develop a framework that derives the maximum economically viable incentive budget for flexibility directly from avoided grid expansion costs while explicitly accounting for uncertainty in future load conditions. An illustrative application to an Austrian low-voltage distribution grid section yields economically justifiable levels below 1 euro cent per kW shifted under realistic prediction accuracy of critical load situations. Even under perfect prediction, incentive levels increase only to approximately 3 cents per kW shifted, placing them at the lower end of the incentive levels reported as effective in the flexibility literature. More generally, the framework shifts the evaluation of flexibility from shifted energy volumes to avoided peak capacity, aligning it directly with the economic rationale underlying grid expansion decisions.</p>
