English

This paper models natural gas as a transition fuel and examines how high gas prices hinder its use in power generation. Model I has a profit-neutral regulator penalize coal and reward gas to minimize total emissions; Model II has a policymaker label gas 'green energy' and enforce a green energy target to maximize social welfare including environmental damage. Both are bi-level optimization models with power and gas market clearing at the lower level, tested on two systems.

📝 gxceed 編集解説 — Why this matters

In the global GX context

As global disclosure frameworks (ISSB, TCFD) push firms to disclose transition plans, this work clarifies how penalty-versus-target policy instruments shape power-sector emissions and welfare. It informs the debate on whether gas qualifies as a transition fuel under transition-finance taxonomies.

📄 Abstract(原文)

Natural gas is expected to become an important transition fuel for the decarbonization of energy systems. However, the high natural gas price may hinder the usage of natural gas in power generation. This paper proposes two models from the perspective of policymaking to comprehend this issue. Model I corresponds to a profit-neutral regulator that aims at minimizing total carbon emissions by imposing penalties on coal-fired power producers and providing incentives to gas-fired power producers. Model II pertains to a policymaker that labels natural gas as “green energy” and aims at maximizing the social welfare inclusive of environmental damage cost by enforcing a green energy target. Both Models I and II are formulated as bi-level optimization models, where the lower-level model consists of separate power and natural gas market clearing problems. Each bi-level model is reformulated as a mathematical program with primal and dual constraints by replacing the lower-level problems with their optimality conditions. Computational results on two test systems demonstrate the performance of the two models.
