This chapter examines how major Indo-Pacific economies (China, Japan, South Korea, India) shape Africa's climate resilience through renewable energy cooperation, technology transfer, and institutional capacity building. It identifies diverse approaches—infrastructure-oriented, governance-based, technology-driven, and community-led—within an emerging regime complex of global climate governance. The analysis highlights coordination challenges and Africa's expanded strategic agency, concluding that co-created, adaptive frameworks aligned with African priorities under Agenda 2063 are essential.

📄 Abstract(原文)
This chapter examines how major Indo-Pacific economies – China, Japan, South Korea, and India – are shaping Africa’s climate resilience and adaptation landscape. Although Africa contributes minimally to global greenhouse gas emissions, it remains disproportionately exposed to climate risks, making cross-regional partnerships vital. Drawing on a triangulated approach that combines case studies with critical review of policy and scholarly sources, the chapter examines how Indo-Pacific actors advance adaptation through renewable energy cooperation, technology transfer, and institutional capacity building. It situates these engagements within an emerging regime complex in global climate governance, where overlapping, fragmented, yet interconnected initiatives blend cooperation with strategic competition. China’s infrastructure-oriented model, Japan’s governance-based approach, South Korea’s technology-driven interventions, and India’s community-led initiatives reveal diverse pathways through which Indo-Pacific powers pursue influence, legitimacy, and normative presence in Africa’s climate diplomacy. While these fragmented engagements present coordination challenges, they also expand Africa’s strategic agency and bargaining space in global climate negotiations. The chapter concludes that the future of Indo-Pacific–Africa climate cooperation lies in co-created, adaptive frameworks aligned with African-led priorities under Agenda 2063. More broadly, it argues that the Indo-Pacific–Africa climate nexus exemplifies how South–South and triangular cooperation can evolve from fragmented initiatives towards a more inclusive and plural architecture of collective responsibility in global climate governance.
