English

This paper analyzes cross-border environmental cooperation challenges among EAEU member states amid the global climate agenda and tightening green trade barriers. It compares 2020–2024 spending on air protection and climate mitigation and GHG emissions (CO₂, CH₄, N₂O) across member countries, assessing national decarbonization strategies, ESG regulation, green taxonomy, and carbon pricing. Findings show highly asymmetric climate policy: Russia and Kazakhstan bear the largest financial burden, Belarus shows declining emissions, while Armenia and Kyrgyzstan face climate finance deficits and data transparency problems.

In the global GX context

This adds a rarely covered regional perspective to global disclosure scholarship: how carbon pricing and green taxonomy are being institutionalized (unevenly) in a non-OECD bloc facing CBAM-style border measures. It illustrates the data-transparency gap that undermines Scope 3 and country-level GHG accounting in emerging economies.

📄 Abstract(原文)

This article examines the challenges of cross-border environmental cooperation among the Eurasian Economic Union (EAEU) countries in the context of the global climate agenda, tightening international «green» barriers, and the transition to a low-carbon economy. The paper provides a comprehensive analysis of the dynamics of current spending on air protection and climate change mitigation, as well as gross greenhouse gas emissions, broken down by key gases (CO₂, CH, N₂O) in the Union's member states for the period 2020–2024. National decarbonization strategies, ESG regulation mechanisms, the implementation of a «green» taxonomy, and carbon pricing systems are assessed. Furthermore, the effectiveness of current climate programs, the structure of investment flows, and plans to strengthen supranational cooperation are analyzed. The main findings of the study include the high asymmetry and heterogeneity of climate policy in the EAEU. It has been proven that the Russian Federation and the Republic of Kazakhstan bear a greater burden of financial costs for reducing emissions and implementing the climate agenda. In the Republic of Belarus, a clear trend towards reducing emissions is evident, while in the Republics of Armenia and Kyrgyzstan there is a deficit in climate financing, but at the same time there is a problem with the openness of statistical data.
