Dear Editor-in-Chief, I am pleased to submit the original research manuscript titled "Strategic Roadmap for 1.5 GW Sovereign Cloud Infrastructure in Saudi Arabia: A Comparative Study of Cooling Architectures" for consideration for publication in an IEEE Computer Society journal. Research Significance Saudi Arabia's 2030 mandate for 1.5 GW of IT load capacity presents a critical challenge: deploying hyperscale infrastructure in an extreme arid climate (>45°C ambient temperature) with severe water scarcity. This paper provides the first comprehensive comparative analysis of three cooling architectures tailored to these constraints.
