Uganda's grid faces distribution losses, ageing assets and limited feeder visibility despite rising generation capacity. This study synthesizes academic, legal, regulatory and utility evidence to assess institutional and technical readiness, proposing a four-phase overlapping smart grid roadmap. It argues priorities are clear institutional roles, verified feeder baselines, common technical requirements and targeted pilots—with phase progression tied to measured improvements in losses, reliability and data quality rather than equipment installation.

📄 Abstract(原文)

Uganda’s installed electricity generation capacity has expanded, yet persistent distribution losses, ageing assets, limited feeder level visibility and emerging requirements for prosumer participation continue to constrain reliable electricity delivery. This study develops a Uganda specific strategic roadmap and policy framework for smart grid transition. It applies a structured review and synthesis of academic, legal, regulatory, utility and development-sector evidence to assess Uganda’s institutional and technical readiness. The findings show that Uganda’s immediate priority is not system-wide deployment of advanced digital technologies, but clear institutional responsibilities, verified feeder baselines, common technical requirements and targeted pilots. The proposed roadmap comprises four overlapping phases: regulatory and institutional foundations; distribution visibility and pilot validation; system integration and performance-based expansion; and advanced control and regional coordination. Progression between phases is tied to demonstrated improvements in distribution losses, reliability, voltage performance, data quality and whole life value rather than equipment installation alone. The study further defines a feeder-prioritisation method, institutional roles, readiness conditions and mitigation measures for financing, procurement, cybersecurity, interoperability, workforce capacity, regulation, data quality and coordination. The resulting framework provides a practical basis for directing investment and regulation towards measurable network improvements that support industrialisation, distributed energy resources and a more reliable and flexible Ugandan power system.
