In the global GX context
As ISSB/CSRD and voluntary carbon market standards tighten requirements for removals and storage, auditable MMV and digital traceability become prerequisites for credible CCS crediting. This UAE case offers a scalable model for certification-ready monitoring infrastructure that global disclosure and carbon market frameworks increasingly demand.

📄 Abstract(原文)
Abstract The deployment of Carbon Capture and Storage (CCS) at commercial scale requires robust Measurement, Monitoring, and Verification (MMV) programs to establish pre-injection conditions, support storage assurance, and demonstrate the long-term containment of injected CO2. This paper presents the development and implementation of a comprehensive MMV baseline program for a geological CO2 storage site in Abu Dhabi, UAE. The baseline program was designed using a risk-based approach and integrated atmospheric, groundwater, and passive seismic monitoring systems to characterize environmental and subsurface conditions prior to CO2 injection. The monitoring network was deployed across a remote desert environment and supported by a vendor digital platform for data acquisition, quality assurance, traceability, and long-term data management. Initial baseline datasets were generated to establish reference conditions and capture natural variability, providing the foundation for future anomaly detection, storage performance assessment, and containment verification throughout the storage lifecycle. A key component of the program was the consolidation of diverse monitoring datasets into a unified digital ecosystem, enabling standardized workflows, metadata management, cross-disciplinary data integration, and audit-ready traceability. By integrating environmental, geophysical, and operational datasets within a single framework, the platform supports efficient data traceability and auditability, facilitates regulatory reporting, and provides a transparent basis for independent verification and certification activities. The project demonstrated that effective MMV implementation requires more than the deployment of monitoring technologies alone. Successful delivery depended on risk-based monitoring design, proactive stakeholder engagement, close coordination with technology vendors, and operational flexibility to address deployment challenges associated with a remote desert operating environment. The experience confirms that MMV baseline acquisition should commence during the early stages of CCS project development to ensure adequate characterization of natural conditions prior to injection. The integrated monitoring and digital traceability framework established through this program provides a scalable and auditable model for future CCS projects, supporting storage assurance, regulatory compliance, certification readiness, and emerging carbon market requirements across the UAE and wider region.
