Abstract Nigeria's upstream oil and gas sector is undergoing a transition from traditional production-focused development toward environmentally responsible operations driven by regulatory reforms. Despite the introduction of decarbonization mandates under the Petroleum Industry Act (PIA) and enforcement by the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), implementation across assets remains inconsistent. This paper examines the structural limitations of compliance-based decarbonization approaches and proposes a performance-based execution framework that integrates emissions considerations into field development planning and drilling workflows. Using multi-asset data across onshore, swamp, and offshore terrains, the study demonstrates that embedding emissions into decision gates and contractor incentives can reduce Scope 1 intensity by approximately 19%. The findings highlight that Nigeria's decarbonization challenge is not technological but architectural requiring alignment between regulation, engineering, and execution systems.
